Pennsylvania using green jobs to propel economy. Pennsylvania added 10,600 jobs in October and carries an unemployment rate 1.4 percent lower than the national rate.

Philadelphia is gaining a reputation for solar technology as solar panel manufacturer Heliosphera plans to open facility at the Navy Yard.
